Replace "error.recording.default.paths.to.system" with a meaningful message

      When running a customized Bamboo installation, if the directory under the General configuration tab is incorrect and/or is write protected (For example: if we are referring to an old .../xml-data/configuration under which all the files are write-protected) an "error.recording.default.paths.to.system" error shows up in the UI. Though it's correct to have this error, it will be great to have a more meaningful message.
