web-item's with missing linkId's breaks the admin interface

If I have a plugin with the following in the atlassian-plugin.xml - the admin ui starts 500:ing. Adding the linkId attribute fixes it.

    <web-item key="my-special-web-item" section="system.admin">
        <label key="Main Configuration"/>
        <link>/foo</link>
    </web-item>

This wouldn't normally be that bad - but it kills the upm interface - thus the only way to fix it is to rm the jar from the disk and then restart Bamboo...
