Fix href for Java regular expressions doc

/admin/configureGlobalRepositories.action uses href of

http://download.oracle.com/javase/6/docs/api/java/util/regex/pattern.html

it should be

http://docs.oracle.com/javase/7/docs/api/java/util/regex/Pattern.html

It should also be target="_blank"
