Bamboo installer should automatically set the file and system encoding to utf-8

      At the moment there are some issues where issue creation from Bamboo or task config shows some weird characters. This is fixed most of the time by altering the encodings:

      -Dfile.encoding=utf-8
-Dsun.jnu.encoding=utf-8

      It will be nice if the installer can identify this during installation and change the encoding
