Bamboo should explicitly build projects when user triggers a build ON manual build stratergy

      Build plans automatically start when build files are manually removed (both through the UI of from the command line). This will happen even if the build plan is set to run as manual builds. Having the build automatically start maybe useful for scheduled builds or polling build plans, but manual builds should not be started unless a Bamboo user explicitly starts the build.
