When a file is commited to the CVS repository then it triggers the projects that are using that CVS to build.
This causes a problem when there are several projects for the one CVS. This is because some of these projects are known to be unstable and likely fail.
Therefore if there is a way to temporary diable these project builds it would reduce the number of projects in the queue.
So more time can be spent on building useful projects.
