Steps to re-create:
1. Check the Change Subversion branches URL checkbox
2. Enter a URL other than the default into the Subversion Branches URL box and save the changes
3. Go to a different tab, for example dependencies and make a change, like un-checking the "Trigger dependencies only when all Stages have been run successfully" box and save changes
4. If you go back to the branches tab now, the "Change Subversion branches URL" checkbox is now unchecked.
*The screenshots are from 4.4.0 but testing this on 4.4.5 gave me the same result.
*If you uncheck the "Automatically detect root URL for branches" checkbox from under the "Advanced" repository options and add a different than default URL for branches there (Ex.: https://seideh-xps13/svn/TestSVNRepo/trunk/branches), it still behaves the same and entering a URL other than the default into the Subversion Branches URL box under the Branches tab (Ex. : https://seideh-xps13/svn/TestSVNRepo/trunk/branches/AnotherBranch1), gets disables after making changes under a different tab.
