If we disable a plan due to repo failure we should add this to the error message.

The red error box shows up, i go edit the plan to fix the problem, then i want to rerun. But I can't its disabled.

The fact that the plan got disabled should be mentioned in the red message box so its at least not a surprise. Or I can potentially discover why it happened.
