Rerunning build with jobless manual stage will not stop on that stage.

I have a plan with several stages, one if them is a manual stage with no jobs. Whenever the plan runs (manually or scheduled) the build correctly halts on said manual stage. However, when I rerun the build (or rerun failed/incomplete jobs only), the manual stage and all stages after that are executed regardless.
