Improvement to ease of use for create plan wizard

The current create plan wizard could be improved.

• It may take time to get valid configuration details during which the session may time out and all data is lost

Possible Solutions

• Break up the creation process into smaller pieces rather than one big long wizard
• Save setup configuration between screens so information is not lost if sessions time out.
• Provide the user with an option to save the configuration to resume at a later time
• Let build configuration be saved even when not valid and just not build until it is valid.
