Allow P4 repos to be setup to use UTF8 via the Bamboo repo UI

      Currently, if the P4 Server is set to use UTF8, the following variable needs to be setup locally in the Server and Remote Agents:

      P4CHARSET=utf8

      Allowing the settings to be added via the UI would make things much easier.

      (ie. Fisheye already has an UI option for this)
