Dashboard filters show labels applied only to branch plans, but branch plans don't show up on the dashboard in that filter

A label applied only to a branch plan but not to its master plan won't show up on the dashboard if the dashboard is filtered by that label. However, a master plan with the label still shows all its branches, regardless of their branch labels.
