The SCP task currently supports only uploads an artifact to an external server. Let's update the task, or add a companion task, that handles the reverse direction. Use cases include sharing artifacts between plans (until we get native support for that), and pulling in files from anywhere other than the repo (images, .csv, schema definitions, etc).
