Corrupted stage order after reordering a job

    Description

      Customer attempted to reorder a job in a multi-branch plan and it resulted in stage order corruption.
      There were 4 stages in the plan and after corruption there were stages with indexes 0, 2, 2, 3

      I'd also verify if reordering stages could be a cause of the problem
