Permission error when attempting to save Clover license in Bamboo OnDemand

A user logged in as an administrator gets a 'Permission denied" error when attempting to save a Clover license (see screenshot). A user logged in as system administrator can successfully apply a Clover license. A regular administrator should be able to perform this action.
