Branch creation process might conflict with files in xml-data/build-dir/repositoryData

Newly created branches can have key that was used previously by another deleted branch. This causes problems with repositoryData files in xml-data/build-dir/repositoryData which are not deleted upon branch deletion (because these are scattered on agents)
