Bamboo will fail to integrate with LDAP if the users on LDAP and Bamboo have the same user names

      Bamboo did not handle the case where there was a local user defined with the same id as an LDAP user.

      This should also be fixed. Jira and Confluence both handle this case correctly.

      This issue was discussed in BAM-1199
