Right now, each branch build of a plan inherits the parent plan's concurrent build limit, meaning that there can be dozens of variants of one plan queued or running simultaneously, rather than serially.
It would be useful to be able to limit the number of branch builds of the same plan that can run concurrently, even if only to ensure that other plans get a chance to run.
