Configure Permissions Page mentions restricted admin when not restricted admin option present

      The permissions help text mentions restricted admins, even though in most cases you can't set the restricted admin. (Its a seperate option you have to turn on).

      We should make the help text dynamic and only show restricted admin text if restricted admin is turned on.
