Shut down link for EC2 instances terminates as opposed to stopping

The 'Shut Down' link for the admin/elastic/allElasticInstances.action page seems to terminate an instance as opposed to stopping it. The difference being that terminating an instance will delete any attached EBS volume, whereas stopping an instance will keep the volume. More information can be found at:

This is obviously a dangerous setting, as losing EBS volumes and thus valuable configurations is extremely undesirable.
