Build comments permissions

    Description

      In Bamboo 4.1, a user can add comments to a build result without having any edit permissions.

      If a User ONLY has View permissions on the plan they seem to be able to add comments.

      I would not think a user with only VIEW permissions should be able to alter ANYTHING on the build, including adding comments.
