OAuth broken after token removal

I had a working OAuth setup.
I've revoked all tokens in Bamboo and ended up in a situation when OAuth was no longer working and I was unable to make it work using just "Create Issue" link.
When I accessed the issue list for the plan, I got the Login&Approve link. After going through the login dance, OAuth started working again.

JIRA shows:
