Nowadays it is possible to allow / deny access to 'All logged in users' and to 'Anonymous users' so they can / can't access the whole instance.
However, it is impossible to allow / deny access to plans in the moment of plan creation.
It would be awesome to have the possibility of creating plan templates which would include permissions, and to choose a template when creating plans, and modify whatever is needed.
A suggestion is to have the plan template configuration page under Plans submenu, and every time someone wants to create a plan, there should be a chance to choose a template and modify it.
