race condition in the watchdog - is terminating images, if the agent doesn't start-up in time.
Basically, the watchdog script has to be modified
the fix will involve copying a fixed version from the EBS
watchdog shouldn't kill machines with uptime less that ~40 minutes
because we pay for every started hour anyway
and that will be the fix
