Ability to add plan to build queue as you are creating said plan

      It would be convenient to have the ability to add a build to a queue at the time you are initially creating the plan.

      We removed the Default queue and have a series of specialized queues, none of which 'accept all builds'. When we create a new plan the initial build of it hangs until we go to the admin page and add it to a queue.
