Provide functionality to choose an agent to run a build

            I would expand this to have an "Agent Selection Method"
            Sticky (existing functionality)
            Named (the functionality in summary of this Jira)
            Increment (take all the agent it can run on, sort them, find the one it last ran on, and run on the next one)

            Increment Use case
            I have jobs designed just to exercise build agents and test all supported aspects of them, however running them on all agents is painful. We have many build agents, that need to be brought in line, this is the only way I see to do this.
