Emails are sent to inactive users

When integrated with Crowd, Bamboo doesn't respect the Active/Inactive status of the user when sending notifications.

Real life example of why this is a problem:
1. Bamboo administrator has auto-favorites turned on and most build plans include notifications for watchers.
2. Over time, users leave the company and their account is marked inactive in crowd.
3. Bamboo continues to send an ever-increasing number of emails to users who are no longer active.
4. Email admins come after bamboo admin with pitchforks and torches for sending so much undeliverable mail.

Unfortunately, there's no way for the administrator to manage watchers on a build plan so there's currently no way for the administrator to prevent the emails from being sent without discontinuing notifications to all watchers.
