Add ability to only start a dependent build if all manual stages have completed

      Currently, if there is manual stage in the parent plan and there is a dependent plan, the dependent plan is started even if the manual stages have not completed.

      It will be great if there was an option to configure this behaviour and to allow to start dependent plans if all stages, including the manual ones, have completed.
