Removing project and then trying to create it again fails

      There seems to be a caching/timing issue when removing a project.

      1. Admin -> remove project
      2. Immediately do create plan -> new project and use the same key as the removed project 
        This project key is already used.
This project key is already used.

      Timing on when you are allowed to do this seems to vary. Is there a configuration value to avoid this.
