Remote agent fails to start after platform upgrade

Plugin system fail to start with due to new validation in DefaultPluginManager, which checks that plugins listed in 'application-required-plugins.txt' are running. This file is added to the classpath from server and contains stuff (web resources, SAL etc.) that by no means is to be run on agent.
