Issue Summary

In the current system, Org Admins are not notified when changes are made to the site-admins group. This can lead to situations where Org Admins are unaware of important changes that could impact the management and security of their organization's Atlassian products.

This feature request proposes the implementation of a notification system that alerts Org Admins whenever the site-admins group is modified. This includes changes such as adding or removing members, changing permissions, or other modifications to the group.
