Issue Summary

Users without product access are landing on misleading error messages.

Steps to Reproduce

1. Launch a Jira Software only site

• Do not enable pre-approved domains for site access
• Enable access request for approved domain.

2. Add a user under the domain and grant the product access
3. As the end user verify that the access is working
4. Revoke the product access from the user but leave the site access as enabled.
5. As the end user try to access the site again via the main URL https://site.atlassian.net

Expected Results

Permission error is returned or access request form should appear

Actual Results

Browser will go on a spinning wheel and will land on the following error.

Try clearing your cookies.

After a while a new error appears in the same tab.
