Removing a user's access from site does not refresh user list

      Issue Summary

      In Atlassian Admin, when an administrator removes a user from the site, they are returned to a cached version of the Users list, where the removed user still appears.

      It's still possible to click Show details for the removed user and the following message:

      There was a problem trying to fetch this users' access.

      Here, the admin will try to remove the user from the site a 2nd time and receive the following error:

      We couldn't remove the user from the site

      Steps to Reproduce

      1. Navigate to Atlassian Admin > Users under User Management https://admin.atlassian.com/s/CLOUD-ID/users 
      2. Click Show details for the user you want to remove.
      3. From the user's overview page, click . . . > Remove user
      4. Confirm user removal.
      5. You receive a confirmation message that the user is removed, but they still appear in the users' list. Click Show details next to the user and tries to remove the user again.

      Expected Results

      Refresh the user list on page reload, reflecting the current state of the users' site access.

      Actual Results

      The User list does not refresh, and the deleted user still appears in the list.

      Workaround

      Refresh the Users list page on reload, and the deleted user has been removed.
