Issue Summary

Removing site-admin group from Administration access inside Product access results in login redirect loop for site-admins accessing Jira settings.

This can result in the two screens below:

When this is reproduced for Confluence it results in a much more user friendly message:

Steps to Reproduce

1. Access https://admin.atlassian.com/ > Product Access > Administration Access
2. Remove site-admin from it
3. Try to navigate to Jira through the Jira hyperlink under Application Settings

Expected Results

A message should be displayed stating the user can't see the page content because of lack of privileges.

Actual Results

Redirect loop with login occurs in browser requests and pages displayed are not helpful.

None at this stage. Once one is identified, we'll add here.
