Allow ability to search through full name under user search

Steps to Reproduce

Create an account with a full name different than the public name.
Example:
Public Name: First Last
Full Name: Fslt

Go to user management on your site or organization.

Expected Results

Under user search, the account should be searchable by Full Name, Fslt as well.

Actual Results

Under user search, the account is only found if we use Public Name, First or Last

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
