Issue Summary
If you invite a user and use the "Personalise email invite" feature it does not work when invitee has gmail email address. The email received is the standard default one and includes no personalised text:
Steps to Reproduce
- Go to https://admin.atlassian.com/s/<cloud id>/users?referrerName=Jira
- Invite a user with a gmail email and add personalised email invite text:
- View the email as received by the invitee and observe that there is no personalised message:
- Start again from step 1 but this time invite someone with a non-gmail address. Observe that that the personalised text appears:
Expected Results
If you have created personalised email invite text in a user invite, the invitee will see it in the invite.
Actual Results
If the invitee has a gmail email, the personalised email invite text will not appear in their invite.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available

Double checked source code with relevant team mate. We haven't completed the whole changes, so that means current version is immediate mitigation for HOT-104617: it doesn't allow UGC info if email of invitee isPublicDomain, changes apply to both free and paid customers.
