Users without product accesses and suspended users should not be shown on the People page

      We can see some users on the People page (*.atlassian.net/jira/people or *.atlassian.net/wiki/people) > You work with that sometimes displays users without product accesses and suspended users. 

      They should not be shown since actually they do not have access to the product and cannot collaborate.
