In bigger organizations, teams work independently from each other. There can be situations that 2 independent teams are allowed to update the DNS record for the same domain. In such situation, one organization may unintentionally take over the domain ownership from another team's organization.

Suggestion :

When claiming a domain, check if the domain is owned by another organization in Atlassian Access. If the organization has existing security configurations, an approval from the org admin needs to be accomplished before the new organization can take over.
