Issue Summary
When an organisation has a domain claimed and claim settings set to 'manual', any users who are provisioned through SCIM are not automatically claimed.
Steps to Reproduce
- verify a domain and claim domain users but set claim settings to be 'manual claim'
- setup SCIM provisioning for same domain and provision new users.
- User are provisioned as unmanaged users
Expected Results
These users need to be automatically claimed and become Managed users as per user guide - https://support.atlassian.com/user-management/docs/verify-a-domain-to-manage-accounts/#Claim-accounts-synced-from-an-identity-provider
Actual Results
Provisioned user remains an unmanaged account. Account is not visible for admins as a managed account.
Workaround
Manually claim the account using CSV file.
