Issue Summary

Managed users can edit their Job Title, Department, and Organization attributes from Jira's Profile page:

Steps to Reproduce

• Step 1: Log in to the Jira instance as a user and go to the Jira's profile page:
  • https://instance-name.atlassian.net/jira/people/AAID
• Step 2: Modify the fields located in the "ABOUT" section.

Expected Results

The Managed users should not be able to edit these attributes, as they should be managed/set by the org admin.

Actual Results

The Managed users can edit these attributes from their Jira's profile page.
