Issue Summary

Error "We can't seem to find the person you're searching for. Modify the search criteria and try again." occurs when trying to search by Fullname from Users page when Fullname is Non-English

Steps to Reproduce

1. Create a Managed account with Non-English as Fullname while English as Public name, for example: 신우진 in Korean
2. Navigate to admin.Atlassian.com in Vortex instance
3. Go to Directory > Users
4. Use 신우진 as keywords to search

Expected Results

• User account whose Fullname is or contains 신우진 will be returned

Actual Results

• Error "We can't seem to find the person you're searching for. Modify the search criteria and try again."

Workaround

• Use Non-English characters for Fullname
• Search by Email or Public name 

Other Info

• From Users page, issue can be replicated with Korean characters and Chinese characters
• From Users page, if Public name is Non-English (Tested with 신우진 and Chinese character, search is no issue
• From Managed Account page, we are able to search by Fullname when Fullname is Non-English
