User Counts export does not include Admin role for Jira Enterprise users

      Issue Summary

      When exporting user data for Jira Enterprise via the User Counts tool, the "Admin" role is missing from the export file. Currently, the export only displays the "User" role for Jira. This differs from the Confluence export, which correctly identifies and lists users as both "Admin" and "User" if they hold site-admin permissions.

      Steps to Reproduce

      1. Log in to the Atlassian organization at admin.atlassian.com.
      1. Navigate to Apps and select User Counts.
      1. Click on Export users.

      Expected Results

      The exported CSV should consistently show the "Admin" permission for Jira users who have those privileges, matching the behavior seen in Confluence exports.

      Actual Results

      The Jira-specific export within User Counts does not reflect the Admin role. It only shows the "User" role, even for users who are site administrators.

      Workaround

      To identify which site-admins are consuming a license, you must manually export the members of the site-admins group directly from the Jira site.
