Issue Summary

• Unable to search users in user management with Cyrillic symbols in their names

Steps to Reproduce

1. Go to user management then 'users'
2. Search for a user with Cyrillic symbols in their Full name. Example from https://id.atlassian.com/manage-profile/profile-and-visibility :
   

Expected Results

Search result will find the user with Cyrillic script in their Full name

Actual Results

No result found even if the user exists

Note that searching for the name with Latin alphabet script works:

For some reason the search works when the Cyrillic script is in the email address:

Workaround

• Search using the email address
