Problem

When a managed account is deleted or scheduled for deletion, Atlassian sends notification emails to organization admins

In these notifications the email language is currently determined by the deleted user's preferred language, and not by the org admin's language preference.

An org admin with English as preferred language is getting notifications for ex: in Polish which is not helpful.

Suggestion 

For admin-facing notifications, always use Admin's language preference. Do not use the deleted user's language to determine the language of admin notifications.
