Unable to deactivate a user via user management REST API.

      Issue Summary

      Deactivating an Atlassian Account previously synced with Google Workspace (without Atlassian Access) is only possible via UI and not from the user management REST API.

      Steps to Reproduce

      1. Sync a user via Google Workspace (without Atlassian Access).
      2. Delete or suspend the account in Google Workspace.
      3. Attempt to deactivate the Atlassian Account via the user management REST API fails.

      Expected Results

      Deactivate the account via user management REST API.

      Actual Results

      The below exception is returned:

      "key": "forbidden.action" 

      Workaround

      The Atlassian Account can be deactivated from the UI or via the user management REST API after the Atlassian Account is unlinked by support.
