'Total users' count on Users list indicates more users than what's on the page

      Hi everyone, just a quick update on this one: 

      What changed:

      • Previously, “Total users” showed only the number of users in your organization.
      • Now, “Total users” represents users in your organization plus your managed accounts (including managed accounts that aren’t in your organization). This new definition is explained in the UI via the tooltip. This update is happening because the Users list will soon display both users and managed accounts, making it easier for admins to manage people in their organization. 

      Why the numbers don’t match today:

      • As we are in the middle of rolling out this change, some admins will see the updated “Total users” count (including managed accounts) even though the Users list hasn’t yet been updated to display these managed accounts. This means the list can appear smaller than the total number displayed. 

      What’s next:

      • Over the next few weeks, we'll continue to roll out the unified Users list that includes both users and managed accounts. This will streamline administration with a single user list and profile to manage everyone. Once this change is rolled out to all customers, the "Total users" count and number of users in the list will match. 

      I apologise for any confusion that this update has caused, and appreciate your patience as we continue our rollout. I will update this ticket as the unified list becomes available to all customers.

      Issue Summary

      The 'Total users' count on the Users list in Atlassian Administration is showing a higher count of users than what's in the list. 

      This is because the count of managed accounts by this organization are also being included in this 'Total users' count. 

      Steps to Reproduce

      1. Visit Users page in Atlassian Administration
      2. Observe the 'Total users' count in the summary at the top of the page
      3. Observe the number of results on the Users page 

      Expected Results

      If there are 100 users shown in the Users list, the 'Total users' count should display 100. 

      Actual Results

      The 'Total users' count displays the count of users and managed accounts despite the Users list only showing users. 

      Workaround

      Currently there is no known workaround for this behavior
