Allow service accounts to be added to products where licenses are exceeded

      User Problem

      Service accounts "do not count towards your user limit. This means we don’t charge your Jira or Confluence subscription plan for service accounts."

      However, for products that are at or beyond their user license limit (e.g. 101 out of 100 seats are in use for an app like Jira), admins are not able to add service accounts to the product.

      Diagnosis

      When adding a service account to a product, admins will see "Something went wrong. Fetch request failed with status 400 for um-org-products - reason: badRequest"

      Suggested Solutions

      Because service accounts do not consume licenses, admins should not be blocked from adding service accounts to products that are license capped.

      Current Workarounds

      Reduce your user count until you are below the app license limit, add the service account, then add the users back.
