There should be an option to edit selected scopes or duplicate scopes from one api token to another. This feature would really help in adding / removing scopes for existing tokens and also to simply copy the scopes to be added for the new tokens. 

It would be appreciated if admins are allowed to add/remove scopes of an existing service account API token, similar to managing scopes for an OAuth 2.0 app in the Atlassian Developer Console; token expiry and token value must remain unchanged.
