Issue Summary

Customers are reporting that the User Counts value for a TWC subscription is much higher than the total number of users in the exported file.

Steps to Reproduce

1. Go to admin.atlassian.com
2. Go to https://admin.atlassian.com/o/<org-ID>/user-counts
3. Click on "view usage" to access https://admin.atlassian.com/o/<org-ID>/user-counts/<site-ID>
4. Export users report

Expected Results

The number of users on the exported file should be the same as the number we are observing in the UI under the user counts section

Actual Results

We are observing discrepancies between the user count in the UI and the number of users in the exported file

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
