Issue Summary
When a customer has external users that count as billable users for Atlassian Guard, those are not displayed when they click in the number of users/licenses available in the organization billing-preview page under the column "users":

At the same time, if any of the managed accounts has an enterprise license assigned somewhere else (in other organizations), this user is considered non-billable for Atlassian Guard. But the customer has no visibility if the instance that the user has access to is an enterprise instance, rendering it difficult to validate why the user is not being considered billable for Guard.
Expected Results
It would be nice to either:
- Have a report that shows all users and not just the "managed accounts," and also the product level of the sites that the user has access to
- Or a report including managed and external users with a column explicitly stating why the user is considered billable or not (the rationale behind it), instead of just pointing with yes/no if the user is billable or not.
Actual Results
The customer is redirected to the "managed accounts" page, where only the managed users appear as billable, not including the external ones. If they export the list, they can only see the site name to which users have access, making it difficult to track when users are considered non-billable due to enterprise assignment to other organizations.
Workaround
The customer needs to manually navigate to the External user's security page at https://admin.atlassian.com > Security > External users and then export the external users list.
For the enterprise products assigned to other organizations, there is currently no workaround for that, as the license level of the site is not visible to the customer.
